I had a similar situation last year, although it was with alcohol, and not pot.  I finally had enough, and opened the door to the common room, and said, "Okay, you have THREE OPTIONS...OPTION ONE...keep it down...OPTION TWO...go somewhere else...or OPTION THREE...keep doing what you're doing, and I'll call the RAs...make a WISE decision...", then slammed my room door shut.  Even if they are drunk/high/stoned, they *should* get the point...
