it's up to you, really. it's all about confidence, if you're really into someone, and just so happen to see them hanging out, then go up to them.
sure, she/he may be surprised at first, or perhaps disturbed, but it all depends on the way you present yourself.
you need to grab his/her attention. keep them interested. if i'm really into someone, and constantly see this person around, then im certainly willing to go up to him and simply say "what's up?" or, "how's it going?". you know, anything to start up a little conversation.
