'Soliciting sexually explicit material is not permitted' is just fine, kind of like you said before.

Like a mod can look at that persons posts and topics. Some sexual predators are just not socially able to fit in like we can. If every single post is sexual, its almost obvious a sexual troll. Call them a predator for good measure. You would have to judge those posts by yourself and make your own standards. 
Calling someone a 'predator' is serious shit in modern life and even if someone is a troll I don't see how that's right. How about not call someone a sexual predator until there's substantial evidence that they are? 
Meh, maybe "predator" is a little hard to judge when to use it. Agreed.
